Two interrelated factors - the North American model of biomedical ethics and values of the continental socio-humanitarian thought - determined formation and development of bioethics in Europe. The ethical-axiological reflection specificity of European bioethics is represented by heterogeneous alternatives of American principalistic conception. Theoretical understanding of the relevance of transdisciplinary basis of European bioethics is relevant for conceptualization of value dimensions of national bioethical discourse

The information reflected the historical and modern aspects of the development the bioethics in Russia. The actual problems of the establishment and practical application the universal ethical principals in biology and medicine in Russia have been described. The harmonization in the process of the development the bioethics in Russia with global tendencies and the value of Russia in this process has been demonstrated.

Doctors can not making errors. A federal incidence reporting system should be iniciated to reduce medical errors and allow their professional assessment. This system should include database of medical errors filing, analysis of their causes, professional expert investigations, establishing of a record of doctor's proceedings for the physician involved in such a case. Media discussion of a doctor's error is only possible after an objective external expertise is completed by specialists, or medical malpractice in proven by litigation

Consideration is given qualitative and quantitative characteristics of the image of medicine in the Russian media, in particular in the regional and federal publications. Specific features of discursive strategy of constructing the image of doctors are revealed.

The article contains modern lines of legal and ethical regulation in the field of rendering medical services on an example of a moral and legal estimation of a medical mistake are stated. The comparative analysis of offered models of reforming of the legislation of the USA and Russia in the field of public health services is lead.

The article considers patients and societies attitude to the phenomenon of illness in historical and cultural context. Special attention is paid to analysis of the connection between illness reason and patients behavior, to his personal responsibility for health in modern society

The article contains results of the author's sociological research of socially-role parameters of professional work of the doctor-head of medical collective are stated. Negative tendencies in personal positions of the doctors-heads, complicating realization leader's roles, are noted at 15-25 % of heads.

A positive and negative sides of mutual relations of doctors and manufacturers of medicines are shown in this article. Authors carry dependence of the doctor on the pharmaceutical company to ethical risks at a prescription of medicines

Additional regulators of quality of rendering of medical services in the conditions of a resort are necessary. Ethical committees and the commissions should become such regulators.
