The III All-Russian Congress of Young Scientists was held in Sirius in the autumn of 2023. The program of the Congress included the section «Scientific search and ethical and legal issues of research activities», which gathered a large number of participants. Interestingly, Vladimir Mikhailovich Filippov, Chairman of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, Academician of the Russian Academy of Sciences, Valery Nikolaevich Falkov, Minister of Science and Higher Education of the Russian Federation, Mikhail Albertovich Murashko, Minister of Health of the Russian Federation, Alexander Leonidovich Khokhdov, Academician of the Russian Academy of Sciences, Chairman of the Council on Ethics of Clinical Research of the Ministry of Health of the Russian Federation, took part in the work of the section. and others. It should be noted that academician A.L. Khokhlov in November 2023 He presented the position of the Russian scientific community on bioethics at the 42nd session of the UNESCO General Conference in Paris, thanks to which Russia resumed its membership in the Intergovernmental Committee on Bioethics of UNESCO. The moderator of the section was Maria Vladimirovna Vorontsova, a pediatric endocrinologist, Candidate of Medical Sciences, Deputy Dean of the Faculty of Fundamental Medicine of Moscow State University, member of the Academic Council of Moscow State University.
The moderator outlined the problem that the section was devoted to. It can be summarized as follows:
All scientific research is governed by law and morality. The law acts unambiguously, and the need for an ethical assessment is always presented, especially in the scientific field, which has not yet received legal support
An important issue, therefore, is the question of the ethical examination of scientific research. There are different types of research in modern biomedicine and, of course, modification of ethical examination procedures is necessary.
Here we will focus on the most important issues discussed at the section meeting.
Осенью 2023 г. в Сириусе прошел III Всероссийский Конгресс молодых ученых. В программу Конгресса была включена секция «Научный поиск и этико-правовые вопросы исследовательской деятельности», которая собрала большое количество участников. Интересно, что в работе секции приняли участие и выступили Владимир Михайлович Филиппов – председатель Высшей аттестационной комиссии Минобрнауки России, академик РАО, Валерий Николаевич Фальков – министр науки и высшего образования Российской Федерации, Михаил Альбертович Мурашко – министр здравоохранения Российской Федерации, Александр Леонидович Хохдов – академик РАН, председатель Совета по этике клинических исследований Минздрава России и др. Следует отметить, что академик Хохлов А.Л. в ноябре 2023 г. представил позицию российского научного сообщества по вопросам биоэтики на 42-й сессии Генеральной конференции ЮНЕСКО в Париже, благодаря чему Россия возобновила свое членство в Межправительственном Комитете по биоэтике ЮНЕСКО. Модератором секции была Мария Владимировна Воронцова – детский врач-эндокринолог, кандидат медицинских наук, замдекана факультетата фундаментальной медицины МГУ, член Ученого совета МГУ.
Модератор обозначила проблему, рассмотрению которой была посвящена секция. Можно кратко сформулировать сказанное следующим образом:
Все научные исследования регулируются правом и моралью. Право действует однозначно, а необходимость этической оценки представлена всегда, особенно в научном поле, которое пока не получило правового обеспечения.
Важным вопросом, поэтому, является вопрос об этической экспертизе научных исследований. Существуют разные типы исследований в современной биомедицине и, естественно, необходима модификация процедур этической экспертизы.
Здесь мы остановимся на наиболее важных вопросах, обсужденных на заседании секции.
